A few months ago I found several of these at the bottom of our small fountain/pond.  At first I thought they were hellgrammites (the larval form of dobsonflies), but they were too small.  I moved one of them into a blow-up pool to see it more clearly.  It's a little longer than an inch.  You can see the large jaws it has to eat other insects.  The larvae will also eat plant matter.  If I've ever seen an adult Water Scavenger Beetle I didn't know what it was.
